Airport history and Mandurriao predecessor {#history}
Iloilo International Airport — IATA ILO, ICAO RPVI — is located in Cabatuan, Iloilo, approximately 19 kilometers northwest of Iloilo City CBD on the island of Panay.
The current airport opened on 12 June 2007, replacing the older Mandurriao Airport which had operated since 1937 in what is now central Iloilo City. Mandurriao Airport could not be expanded — it was hemmed in by urban development — and it lacked the runway length for modern jet operations beyond MNL feeder. The Cabatuan site was selected for its rural land availability and capacity for a 2,500-meter runway. The Mandurriao Airport site has since been redeveloped — part of it became the Iloilo Business Park, a major modern district.
ILO is owned and operated by the Civil Aviation Authority of the Philippines (CAAP) — like Davao DVO, it has not yet undergone a public-private concession (PPP). A PPP modernization has been studied; as of 2026 the airport remains under direct CAAP operation.
In 2024 ILO handled approximately 2.5-3 million passengers — about 90% domestic + 10% international + connecting. Volume continues to grow with Iloilo’s BPO boom + Ilonggo diaspora returns.
Cebu Pacific hub2 status {#hub2}
Cebu Pacific (5J) informally treats ILO as a secondary hub (“hub2”) after MNL and CEB. Operational meaning:
- 5-7 daily 5J ILO-MNL flights (highest 5J frequency to a non-Manila non-Cebu PH city).
- 3-5 daily 5J ILO-CEB feeders.
- 5J ILO-HKG nonstop multiple weekly.
- 5J ILO-SIN nonstop multiple weekly.
- 5J ILO-DVO and ILO-CGY cross-regional.
- Crew + maintenance presence — better delay recovery.
- Promo fares ILO-MNL routinely PHP 1,200-2,500 round-trip on advance booking.
This makes ILO Western Visayas’ most reliable airport for both domestic + intl access, and a meaningful alternative to flying via CEB or MNL for Ilonggos heading to Hong Kong + Singapore.
Philippine Airlines (PR) also operates ILO-MNL multiple daily (full-service with meals + 23-30 kg free baggage) but does NOT currently have ILO international direct.
Airlines and routes 2026 {#airlines}
| Carrier | IATA | Type | Routes from ILO |
|---|---|---|---|
| Cebu Pacific | 5J | LCC | MNL (multiple daily), CEB, DVO, CGY, HKG, SIN |
| Philippine Airlines | PR | Full-service | MNL (multiple daily), CEB |
| PAL Express | 2P | Domestic | MNL, CEB, smaller Western Visayas feeders |
| AirAsia Philippines | Z2 | LCC | MNL, CEB |
| Cebgo | DG | Domestic | Limited |
International expansion (ILO-DOH Qatar, ILO-DXB Emirates, ILO-ICN Korean carriers) has been discussed periodically; as of 2026 these remain via MNL/CEB connections.
Terminal facilities {#terminal}
ILO has a single passenger terminal opened 2007:
- Capacity — 3 million passengers/year (current design).
- Jet bridges — 6 + remote stands.
- Layout — single integrated international + domestic terminal under one roof.
- Architectural features — sloping roof, Filipino-modern design, capiz-shell light fixtures, Hablon weave patterns referencing Iloilo’s textile heritage.
- Departure level (upper) — check-in, security, lounges, DMW desk, Mabuhay Lounge (PAL).
- Arrival level (ground) — baggage claim, BOC, immigration, taxi/shuttle curb.
Lounges
- Mabuhay Lounge (PAL) — Filipino buffet, PR Business + paid pass ~ PHP 1,500 for 3 hours.
- Small pay-per-use lounge — selected priority pass + walk-in.
Pasalubong shopping
- Pinasugbo (caramelized banana) — Iloilo specialty.
- Biscocho (oven-toasted bread sticks with butter + sugar).
- Barquillos (rolled wafers).
- Hablon textiles — handwoven Iloilo cloth, scarves, table runners.
- Iloilo seafood preserves — dried squid, danggit, bangus tinapa.
A planned expansion to bring capacity to 5+ million/year is under study.
Western Visayas catchment area {#catchment}
ILO serves a population of approximately 8 million people:
| Province | Population | Distance to ILO |
|---|---|---|
| Iloilo (province + city) | ~2.5 million | 0-50 km |
| Aklan (incl. Boracay) | ~600k | 130-150 km via bus |
| Antique | ~600k | 100-130 km via bus |
| Capiz (Roxas) | ~750k | 90-120 km via bus |
| Guimaras (island) | ~180k | 15 km + ferry |
| Negros Occidental (via ferry) | ~3 million | Iloilo→Bacolod ferry 1-2 hrs |
For Aklan/Boracay travelers, direct flight ILO-MPH (Caticlan) via Cebgo is occasionally available; many Ilonggos prefer the 4-hour bus from Iloilo CBD to Caticlan port to avoid additional flight cost.
For Negros Occidental (Bacolod area) — Iloilo to Bacolod via Iloilo-Bacolod fast ferry (1-2 hours, PHP 350-500) is often faster + cheaper than flying both legs.
Getting to/from ILO {#transit}

BOC customs at ILO {#customs}
Bureau of Customs (BOC) Iloilo operates at international arrival level. Standard CMTA 2016:
- Section 800 — Balikbayan box duty-free up to PHP 150,000 personal use.
- Section 105 — Returning Resident allowance PHP 150,000-350,000 (depending on duration abroad).
- Channels — Green (nothing to declare) / Red (declare and pay).
ILO BOC clearance is typically 10-20 minutes for straightforward balikbayan box arrivals — faster than NAIA peak due to lower volume.
Forwarder-shipped balikbayan boxes do NOT clear at ILO — they clear at separate BOC bonded warehouses near forwarder hubs (LBC Iloilo, Forex Iloilo, Forex Cargo Iloilo, etc.).
OFW services for Ilonggo kabayan {#ofw}
DMW Labor Assistance Center desk at ILO international departure provides:
- OEC verification (physical or e-OEC QR).
- OFW lane at immigration.
- Repatriation assistance.
Ilonggo OFW outflow patterns
| Destination | Typical worker profile | Common route |
|---|---|---|
| Saudi Arabia | Domestic workers, nurses | ILO → MNL → RUH/JED |
| UAE | Healthcare, service, retail | ILO → MNL → DXB |
| Qatar | Healthcare, construction | ILO → MNL → DOH |
| Hong Kong | Domestic workers, caregivers | ILO → HKG direct 5J |
| Singapore | Domestic workers, nurses, hospitality | ILO → SIN direct 5J |
| Korea (EPS) | Factory worker | ILO → MNL → ICN |

| Australia | Aged care, healthcare (significant Ilonggo nurse cohort) | ILO → MNL → SYD/MEL via PR |
| UK/Ireland | Healthcare, nursing | ILO → MNL → LHR/DUB via PR/connections |
Ilonggo nurses are a particularly notable OFW cohort — Iloilo + Bacolod nursing schools have long supplied healthcare workers to Saudi, UAE, Qatar, UK, US, Canada, Australia. Many return periodically with balikbayan boxes for family.
OWWA Region VI (Western Visayas) Regional Welfare Office is in Iloilo City CBD for in-person renewal, benefits, OFW Help Desk.
Boracay + Guimaras connection logistics {#islands}
Guimaras Island
Guimaras (famous for mangoes + beach resorts) is connected to Iloilo via short ferry:
- Ortiz Wharf (downtown Iloilo) — frequent pump boats to Jordan, Guimaras (15-20 min crossing, PHP 30).
- Parola Wharf — additional crossing point.
- FF Cruz Iloilo-Guimaras RoRo — for vehicle transport.
From ILO airport: taxi or Grab to Ortiz/Parola (30-40 min) → ferry → Guimaras resort shuttle.
Boracay (via Caticlan)
Boracay travelers from ILO have two paths:
- Direct flight ILO-MPH (Caticlan) when Cebgo operates — typically seasonal/limited.
- Bus to Caticlan: Iloilo CBD (Tagbak Terminal) → Ceres or Southwest bus → Caticlan port → boat to Boracay. Total 5-6 hours but PHP 350-450 vs flight PHP 2,500+.
Many Ilonggos use the bus for cost; weekend Boracay-bound traffic is significant.
Practical tips for Ilonggo travelers {#tips}
- Verify your terminal slot — ILO has only one terminal so terminal isn’t a concern; gate assignments occasionally change.
- Allow 2 hours for domestic, 3 hours for international.
- Pinasugbo + Biscocho buy at La Paz Market (downtown) — cheaper + fresher than airport stalls.
- Hablon textiles: better selection at Indagan Hablon Weavers Center or Miag-ao than airport — visit en route.
- For Bacolod onward: take fast ferry from Ortiz/Parola wharves rather than flying via CEB or MNL.
- Boracay via bus: book Ceres/Southwest in advance for weekend departures.
- Halal options at airport: limited; better halal food choices in Iloilo CBD.
- Mango season (April-June): great pasalubong; airport sells but limited variety.
- Parking: ILO long-term parking PHP 100/day — much cheaper than NAIA equivalent.
- Free Wi-Fi: 4-hour daily allowance per device; bonus speed for premium-cabin holders.
- For Dinagyang Festival arrivals (4th Sunday of January): book transport in advance — taxi/Grab queue can reach 1-2 hours during festival weekend.
Currency exchange + ATM tips
- ATMs at departure + arrival — BDO, BPI, Metrobank, Land Bank, Security Bank.
- Currency exchange counters at departure — best rates downtown at SM City Iloilo or banks.
- Hong Kong Dollar (HKD) + Singapore Dollar (SGD) in limited supply — consider converting at SM City Iloilo before flight.
Connectivity
- Globe + Smart + DITO prepaid SIM at arrivals — useful for returning OFW + Hong Kong/Singapore inbound tourists.
- eSIM preloaded recommended — Globe + Smart support PH eSIM as of 2024-2026.
- Iloilo BPO connectivity: free Wi-Fi at SM City Iloilo + Iloilo Business Park public zones — useful for arriving travelers needing data quickly.
Dietary considerations
- Pancit Molo — Iloilo’s most famous pancit dish (wonton-style soup); served at Madge Cafe + La Paz public market.
- La Paz Batchoy — pork-bone broth noodle, the city’s signature dish.
- Vegetarian/vegan options widely available at modern cafes in Iloilo CBD + airport food court.
- Halal certification is limited at ILO airport food court; better halal options in downtown Iloilo near JM Basa Street mosque.
